A wrapper type for a protocol message id union.

NOTE: In C/C++, this is represented as a union like the following Rust definition:

}

However, using unions in Rust requires unsafe code. Instead, since the upper byte is currently unused for anything, just have a wrapper struct with accessor methods for individual field types.
