A SerialIo adapter for WinDbg / KD-over-serial debugger mode.
The relay keeps the wrapped backend continuously drained from an independent pump task and never applies guest-visible backpressure. If either bounded relay ring fills, the newest bytes that do not fit are dropped.
Because writes are accepted into a lossy relay, poll_write always reports
the full write as accepted and poll_flush/poll_close do not guarantee the
bytes reached the real backend. poll_connect/poll_disconnect assume a
single consumer (the serial emulator, which waits on only one of them at a
time).
