Creates a new GUID from a string, panicking if the input is invalid. Accepted formats are “{00000000-0000-0000-0000-000000000000}” and “00000000-0000-0000-0000-000000000000”.

§Note

This is a const function, intended to initialize GUID constants at compile time. While it can be used at runtime, it will panic if the input is invalid. For initializing non-constants, from_str should be used instead.
